Laser Class Rules: Amendments

The following class rule changes have been approved by ISAF and come into force 1 January 1988. They have been incorporated into the class rules .

By-Law 1

Introductory Text:

Valid from 1 January 1998. Cancels all previous rules and interpretations.
 
HISTORY: The following rules have been amended since 1st June 1993:
1 January 1995: Rule 3(e) allowing 2 metal or plastic thimbles in the outhaul
Measurement Diagrams: Laser Radial Mast Bottom Section (reduction in length)
1 March 1996:  Rule 4 prohibiting use of permanent ink sail numbers and detailing positioning of national letters
Rule 6(a) banning weight jackets for youth events/prizes
Rule 13(h) allowing alloy cunningham and traveller fairleads
1 March 1997: Rule 3(d) allowing up to 3 metal or plastic thimbles in the cunningham
Rule 6 amended to conform to 1997 Racing Rules of Sailing which prohibit the use of weight jackets
Rule 7(e) restricting the use of wooden foils to hulls that were originally supplied with a wooden foil
Rule 11(b) Clarification of what sanding and refinishing of the hull is allowed
Rule 18 allowing a longer boom sleeve
Measurement diagrams - tighter tolerances for position of upper mast collar and gooseneck
All references to IYRU and IYRR changed to ISAF (International Sailing Federation) and RRS (Racing Rules of Sailing)
3. SHEETS AND OTHER LINES (delete existing 3(d))
  (d) The cunningham line shall be tied to either the mast, gooseneck fitting, the boom, the boom vang mast tang, or the vang swivel/shackle and it shall also pass through the cunningham grommet in the sail, the cunningham deck fairlead and the cunningham cleat. Additional purchase may be obtained by forming rope loops in the line and / or using any or all of the boom, cunningham grommet, gooseneck fitting, boom mast tang, cunningham deck fairlead and cunningham cleat. Three rope loops may be reinforced with a metal or plastic thimble of maximum length 40 mm.
6. CLOTHING AND EQUIPMENT (delete existing 6) (for Laser Radial and 4.7 rigs please see part 4)
  (a) In alteration of RRS 43.1 (b) the maximum total weight of competitors' clothing and equipment shall be 9 kg.
  (b) Competitors shall not wear or carry non floating clothing or equipment which in total weight exceeds 500 grammes dead weight except protective sailing clothing. 
  (c) For the purposes of weighing clothing and equipment as required by RRS Appendix J three coat hangers may be used instead of a rack.
7. SAILING REQUIREMENTS (add new 7(e))
  (e) Centreboard and Rudder Blade
    A wood centreboard or rudder blade shall not be used on a hull that was originally supplied with a non wood centreboard or rudder.
10. ADVERTISING (delete existing first paragraph)
    For the purposes of RRS79 and Appendix G, the following rules shall apply and shall not be amended by the sailing instructions or by any other authority:

  (c)  Category C Events
The written approval of the World Council of the International Laser Class Association shall be required for Category C events in addition to any other approvals required under Appendix G. Such approval shall be displayed on the official regatta notice board.
  (delete existing 10(d))
  (d)  The World Council of the International Laser Class may by By-Law prescribe further rules and restrictions to Appendix G.
11. HULL FINISH (delete existing 11(b))
  (b)  Sanding and refinishing of the hull with the intention or effect to lighten the hull or improve the performance, finish, materials or shape beyond the original is not permitted.
18. BOOM (delete existing 18)
  A metal sleeve supplied by the builder of maximum length 900 mm may be fixed inside the boom. The sleeve shall not extend aft of the point 1220 mm from the front end of the boom (including plug).
27. LASER RADIAL (delete existing 27(f))
  (f) CLOTHING AND EQUIPMENT
    Rule 6 (a) shall be amended to read as follows:
    6(a) For the purposes of RRS 43.1 (b) the maximum total weight of competitor's clothing and equipment shall be 8 kg.
28. LASER 4.7 (delete existing 28(g))
  (g) CLOTHING AND EQUIPMENT
    Rule 6 (a) shall be amended to read as follows:
    6(a) In alteration of RRS 43.1 (b) the maximum total weight of competitor's clothing and equipment shall be 7 kg.
MEASUREMENT DIAGRAMS - NEW TOLERANCES
  Position of upper mast collar +/- 5 mm
  Position of gooseneck +/- 5 mm

By-Law 6: Allocation of Championship Places (delete existing By-Law 6)

This By-Law was cancelled by the World Council in April 1996 because it did not provide sufficient flexibility to cater for the increasing number of countries wishing to take part.

Places for the World Championship are allocated by the World Council to National and District Laser Associations that are fully paid members of ILCA. Places are allocated according to membership numbers in each country/District. In North America places are allocated to the Region which then decides the allocation procedure. Places are also allocated to the Central and South American, European and Asian Pacific Regions for qualification at the regional championships.

Rule 3(b) allowing the tail of the boom vang to be tied anywhere on the boat except to another line.
Rule 4 (b) prohiting the use of permanent ink pens or similar to mark numbers and national letters on the sail.
Rule 12(c) introduced allowing the ends of any line to be whipped to a maximum length of 20mm
Rule 12(d) introduced allowing a retaining line attached to the transom drain and the gudgeon.
Rule 13 (d) amended to clarify how to seal a self bailing device.
Rule 13 (f) amended to clarify where the vang key may be kept.
Rule 13 (h) amended to confirm that outhaul fairleads may be replaced with a cast metal fairlead of identical size and shape.
Rule 13 (i) introduced so that the stainless steel mainsheet eye strap may be replaced with a soft strap.
Rule 19 (c) amended to clarify the use of bushing material.
Rule 22 amended so that electronic and digital compasses are prohibited.
